Situated in a valley between Quail Lake and the front of the Tehachipi mountains the first two areas will resemble a small mountain enclave.&amp;nbsp; But once the 7 other plots are developed they will make up a small city of 100,000 inhabitents almost 75 miles from downtown Los Angeles.&lt;/p&gt;
